Overview

Add dependabot config file. (dependabot.yml). I am not sure if dependabot starts working automatically after this config file is commited, or you still have to enable it manually in github settings.. This is my first trying dependabot. @JoshuaKGoldberg

Good question on whether it gets enabled automatically. https://docs.github.com/en/code-security/dependabot/dependabot-version-updates/configuring-dependabot-version-updates#enabling-dependabot-version-updates seems to imply it does? 🤷 let's find out! 🚀
