Merging this to turn the crank (the failures look random). I am going with I run that script locally before I upload? I suspect that the reason you can not re-upload a file to pypi is to prevent the obvious "I replaced your good file with an evil one" attack... |

@matthew-brett What is the policy on replacing published wheels? Can we merge this, let them re-build and then re-upload the new ones? Do we have to tack some suffix on? Do we just have to do 2.2.4 to update this?
