We're considering dropping support for Python 3.8 for the next release. Per [NEP 29](https://numpy.org/neps/nep-0029-deprecation_policy.html), Python 3.8 was dropped on Apr 14th 2023. Let us know if there's concerns in having Python 3.8 dropped next release. Thanks!
