Moves the three intent-related config keys (
expand_intent_tree,trust_code_stubs,serve_detectorless_intents) from thecasnamespace intorun, and removescasconfig namespace. Consumers (intentservice,tools/cas/intent_quality), tests and docs are repointed torun.*.Merge after:
