Pull Request Description
Closes #1397. Move the -20 F assignment for "MSHP, SEER 16, 9.2 HSPF, Separate Backup, Max Load" from
heat_pump_backup_heating_lockout_temptoheat_pump_compressor_lockout_temp.Also, clean up and organize a bunch of ASHP options so argument assignments render nicely.
