This pull request includes changes to the PHP version requirements and the testing matrix configuration. The most important changes include updating the PHP version requirements in
composer.jsonand modifying the testing matrix in the GitHub Actions workflow.Changes to PHP version requirements:

.github/workflows/run-tests.yml: Modified the PHP versions in the matrix to only include8.4and8.3, and removed exclusions for Laravel versions11.*and12.*with PHP8.1.
