Adds testSecureViewLoadRestricted to verify that get() on a secure view returns only metadata_location and secure_view with no fields resolved. Fixes the get() path to pass isView || isSecureView to toInfo() so that secure view params are included in the returned metadata. Co-Authored-By: Claude Sonnet 4.6 <[email protected]>

Loading a secure view via Metacat will fail currently because Metacat cannot parse the OSS view format. This forces Polaris to treat secure view loads as though includeMetadataLocationOnly is enabled. We also disable secure view creation. Will quickly verify during deployment.
