在对齐模式的训练中添加分支测试GradientClipByGlobalNorm，之前grad_norm逻辑有问题，在对齐模式下设置的是0.0即不做grad_norm，此次提交一并将其去除，当前可以以正确逻辑做GradientClipByGlobalNorm
