Dockerfile that build a CentOS7 container with PSMDB 3.2 tools (mongodump) and a release-level binary of mongodb_consistent_backup, pulled via our Releases Github page to make the container as thin as possible.
README.md is also updated with steps for using the container.
This is in replacement for the solution in #59 which creates a slightly larger container.
