GitHub's macos-13 Intel runners are effectively unavailable here: the x86_64-apple-darwin job queues indefinitely while every other target completes. Build that target on the Apple Silicon macos-14 runner instead, cross-compiling via the universal macOS SDK (pure-Rust deps, no C sysroot needed), so all four release binaries are produced reliably.
