Continuation of #2871

Modernize the code base.
Convert code base to PSR12. Convert long-form arrays to short-hand arrays. Modify linter rules.

Can reproduce the same diff locally for 04b3949^. PHP CodeSniffer seems to be a bit buggy, will also want to apply dvikan#10.
