Description

This pull request introduces a complete Hebrew (he) localization for the application.
A new localization file, he.json (או שם הקובץ הנכון שהוספת), has been added. This file contains translations for all user-facing strings, based on the existing English source file.
The goal is to make the application accessible and user-friendly for Hebrew-speaking users.
Motivation and Context

This change is motivated by the desire to broaden the application's accessibility and provide a native language experience for Hebrew speakers. It helps in making the software more inclusive and easier to use for a wider audience.
This contribution aims to enhance the user experience for users who prefer or require a Hebrew interface.

How Has This Been Tested?

As this is a localization file containing key-value pairs for text strings, it does not introduce code changes and is not expected to affect other areas of the application's functionality beyond displaying the translated text when the Hebrew language is selected.
It is recommended to test this localization within the application itself to ensure all strings are displayed correctly, fit within UI elements, and are appropriate in context, especially considering Right-to-Left (RTL) display if applicable.
