I've heard a few times from members about how many channels
we have. When I started digging into it, we've got many channels
that haven't had a message in them in months.
This adds a channel janitor we can configure to archive channels
that haven't had a post in x number of days. It allows for whitelisting
of channels (by name and id) and allows us to configure a limit
where channels that have more than a threshold of users in it won't
get archived.
