This is a batch to track the status of a feature where we would create an action to annotate to the user that their files naming convention don't match the contribution guidelines.

• Create a script to check whether a given branch has any files that do not adhere to our contributions guidelines #18
• Add annotations to the filename script so that a PR raised would notify the contributors about the files that don't follow the guideline #19
