feat(selfhost): CN FTP hot CDN sync and HTTPS-only production default

Wire runtime publish to FTP (evzs) with R2-matching hot/ layout, retention prune, and dir create-if-missing. Docker production listens on 8712 HTTPS only; health checks use HTTPS; HTTP remains opt-in for reverse proxies.
