Bump version to 0.4.0

Align the SDK suite to a coordinated 0.4.0 generation (feature parity with
@ai2web/core 0.4.0: v0.2 manifest, RFC-0015 exports, hardened SSRF guard).
The 0.3.1 bump was never tagged or published, so this supersedes it.
