The TODO comment on line 257 in
should_batch_callwas vagueand didn't explain the reasoning behind the block ID check.
Replaced it with a clear comment explaining why requests with
a non-latest block ID are excluded from batch multicall —
multicall only works reliably on the latest block.
No logic changed — comment clarification only.
