Updates the adev examples to use TypeScript 5.9 and Angular 20.2.
Updates the version range to drop support for TypeScript 5.8. BREAKING CHANGE: * TypeScript versions less than 5.9 are no longer supported.

Now that angular/angular#63589 has landed, we can drop support for TypeScript 5.8. BREAKING CHANGE: * TypeScript versions older than 5.9 are no longer supported.
