- Closes tui: DialogPrompt Enter stops submitting when return is rebound to input_newline #26817
- Adds a dedicated dialog.prompt.submit keybind, defaulting to return
- Scopes dialog prompt submission to the focused dialog textarea so it wins over global input bindings
- Allows dialog prompt submit to be rebound separately from input_submit / input_newline
- Adds regression coverage for return configured as input_newline
