Note to myself re: testing... previous problems with this process are described on PYTHON-1348. I'm pretty sure the subsequent Cython upgrade will help out with that but this needs to be validated.

Note: I haven't forgotten about this, but with our Jenkins unable to build PR branches I haven't been able to run the integration tests locally to confirm yet. Like everything else work is ongoing... it's just taking a while.

Hey @bschoening, I'd really like to get this into 3.30.0 unless there's some unexpected reason not to. I would like to see a clean CI run first so once we get the pyproject.toml Jenkinsfile changes merged can you merge trunk into this branch so that we can get a good run?

Mentioned to @bschoening in private conversation, adding a comment here to make the record complete; the PR in question has been merged into trunk so the next step is to merge trunk into this PR and get a clean Jenkins run on it so that we can merge this as well.

Jenkins run looks clean and I don't see any evidence of the problems we had in PYTHON-1348. Calling this good.
