SmartClient: moved out logic of reporting file access events, saving currently activeSmartServeraddress in file-backed cache, fixed concurrency issues, etc.smart.client.concurrent.report.enabledoption is set to true. The reason was that threads were spawned inside the thread pool during each file access event and were not released after the event was reported.
