Changes

This PR updates the README with:

  • A published support policy (we only support SDKs on supported language versions)
  • Updated requirements
  • Removal of pip (non-pip3) install instructions

@adamjmcgrath Following our discussion earlier today about supported Python versions and supporting necessary bumps in dependencies, I am proposing we publish a support policy/schedule akin to what I did for the PHP SDKs.

If this proposal is acceptable to you, I will create another PR updating setup.py's python_requires accordingly.

Removed the stuff about pip3 since v4 is only available for py3 - otherwise lgtm
