Update the contextual link cog icon to use SVG. Part of bigger initiative: #6548

It could use the gear icon https://phosphoricons.com/?q=gear but I'm partial to replacing it with the pencil https://phosphoricons.com/?q=pencil which is what Drupal is now using as well. I think it's easier for people to think of it as editing rather than ...?
