Replace all inline onclick/onkeydown handlers in buildThreadCard with data-action attributes and a single delegated event listener on the comments panel. This eliminates the pattern of concatenating user data into JavaScript strings (flagged in PR #29) and centralizes event routing. Migrated handlers: focus-thread, scroll-to-comment, suggested-reply, toggle-reply, resolve, reopen, hide-reply, submit-reply, plus the reply textarea keydown.
