What does this PR do?
Refines the CI/CD workflow for publishing packages to npm and JSR. This update enables the
publish.ymlworkflow to trigger on pushes to thedevops/publishbranch, facilitating quicker iterations and testing of the deployment process without requiring a tag. It also upgrades the Node.js environment used in the workflow to version 24 and includes adjustments to the npm publish step for improved stability, addressing a previous publishing issue. The package version is bumped to0.1.20as part of these updates.
