When Coder sends template build failure notifications to template admins weekly, they aren't grouped together so an email is sent for every single template that had multiple failed builds.

If there are multiple failing templates, this leads to spam in the users inbox which is not ideal.

Ideally a single message would be sent with all of the failing templates that the user is an admin of.

Instead of sending X many reports to a single template admin, we instead
send only 1.
