The BuildParametersPopover on the workspace page when a workspace template has emphemeral parameters.

The goal is to update the BuildParametersPopover to enable access to the new form control types and updated designs for dynamic parameters.

  • swap the RichParameterInput component with the DynamicParameters component.
  • Make this change only for the dynamic-parameters experiment

Do not change the existing API call to retrieve the parameters. A future task will be to update the popover to use the dynamic params websocket.
