Steps to Reproduce
- Create a dynamic parameter template, with a form_type=dropdown parameter
- The parameter should have an item with empty value, and an item with non-empty value
- The parameter should default to the non-empty value
- Create a workspace using the template, choose the item with empty value
- After workspace creation, the non-empty value takes effect
