As a user, I would like the ability to hover over the "up to date" text in the version column of my workspace in the workspaces list to see the version information at a glance.

What specific information would you like in the popup/tooltip? Template name and version? Anything else, e.g. template owner or template last changed date/time?

Closing per @BrunoQuaresma 's comment: Since the Outdated will have a tooltip explaining why it is outdated the user can easily infer what "Up to date" means so we only need to work on #2001
