Discovered by @sharkymark

If you have two resource_metadata blocks for the same resource_id and one has a daily_cost but the other doesn't, the daily_cost field is ignored and no error is reported to the user, causing confusion.

As of #8318, it's no longer possible to have multiple coder_metadata resources for the same resource_id.
