Oveview

In #996 we ported over most of the Snackbar implementation from, minus displayError. The original implementation used Browser events and the code is a bit stale.

This ticket has two main tasks:

  • Port the event code into XService paradigm
  • Refactor/clean-up the code into our best practices and conventions
