Enables build attestation for the docker-base image.
Contributes to #14879 and coder/internal#89

As an experiment, we are only doing it with the coder-base image for now.

Adds `provenance: true` to the Docker build commands to ensure the
provenance of Docker images is tracked, enhancing traceability and
security compliance. This provides verifiable details of how and when
an image was built.
