Adds maxLayers parameter to dev_image and inlines dockerTools functions
Inlines relevant dockerTools functions from nixpkgs to support maxLayers configuration in dev_image. This prevents issues with sysbox on dogfood environments when images exceed 64 layers. Also adds coreutils to the dev_image dependencies.
