This PR creates a generic search with filter component which can be used across different pages.

Subtasks

  • Create a new component SearchBarWithFilter
  • Add new stories for with and without preset filters
  • Refactor workspaces page to use the new component.

This component will be used to filter users on the Users list page (#595)
