Removes the release 2.36 frontend controls for native chat usage limits and keeps the Spend page focused on usage reporting. The Agents UI now uses AI Gateway spend status, and native-limit errors no longer link to the removed controls.
Updates the documentation for the removal. This PR itself changes no backend behavior and no database schema, with no migration. Note that native usage-limit enforcement was already removed from release/2.36 by #27599, so stored native values are inert and AI Gateway budgets are the only enforcement path. #27827 corrects the docs added here, which incorrectly stated that stored native values are still enforced.
