Create notification_template instances for the following events, and enqueue notifications with those templates:

• feat(coderd): notify when workspace is marked as dormant coder#13868
• marked for deletion (covered by dormancy notifications)
• feat: notify owner about failed autobuild coder#13891
• feat: notify on successful autoupdate coder#13903
• queued for deletion see [discuss] Implement notification: queued for deletion #10
