This PR resolves issue #138
Adds a new commandline argument feature solc-select install latest
Also updated the usage section of the readme.md file to include documentation for this feature and added updated the argparse helper text to include the latest flag

You can also install the latest version with `solc-select install latest`
and use the latest version with `solc-select use latest`

Note the use flag can also have an --always-install flag, so this should also be possible through solc-select use latest --always-install :-) Just a minor documentation point
