Upgrade label module with new parameters

Add attributes: delete protection, http2 for ALB, cross zone for NLB

Support NLB with HTTP or TCP healthcheck
Workaround for Terraform NLB stickiness issue

Add lifecycle to target groups

Now supports both ALB and NLB
Multiple ports can be defined, but listener and target group port are a set (one to one). No one to many or many to one support
