playwright and its dependencies are already being installed when we build the `discourse/discourse_test:release` image used by the `tests` workflow.

The playwright version in the base image may not match the current core version. So we need to keep this in core CI, but hopefully it'll be a no-op most of the time once this is merged: discourse/discourse_docker#956 |
