Backport of #76272 to release/7.0

Customer Impact

Users will get incorrect NRT annotations when working with class-like numeric types implementing the INumberBase interface.

Testing

Manual validation that the updated annotations were correct.

Risk

Low. This is updating the nullable reference type annotations for an interface that is new in .NET 7. We've historically given ourselves some flexibility on getting the NRT annotations correct.
