Make it so that when a distribution is downloaded we gather the dependencies base on the various drush-make files in the different modules that are distributed with the distribution. This should make a "patches" type package that that distribution requires. This can be accomplished using the composer patches plugin. An example of a distribution that would be downloaded this way would be Panopoly.
