Description of Change
This PR has 2 changes:
1- Uses the same IDF 32bits size for TX/RX buffers.
Changed header files to use the same IDF buffer limits.
2- Changes UART Log Level from events, like BREAK and parity error, etc, to Verbose, instead of Warning.
This changes backports the issue #9551 | PR #9563
