I'm opening this PR to add support for 3.14 and the free-threaded build. I've verified that the Cython extension (along with the CPP code) does not contain any thread safety issues and can be safely used under the free-threaded build.
This PR does the following:
cibuildwheelto 3 to be able to build 3.14 wheelsCythonto 3.1 which is the first version that supports free-threadingpytest-run-parallelto run tests in parallel under free-threading
