This PR fixes:
SessionNotCreatedException(see Tests are failing with latest version of Flutter #9357)segfaultexceptions (see Intermittentsegfaultwhen running DevTools tests #9377)The PR (temporarily) disables:
devtools_extension_test(see DevTools integration tests failing with exception:Could not find package app_that_uses_foo or file app_that_uses_foo#9378)_Disabled tests should be fixed and re-enabled in subsequent PRs, this is just the initial PR so that we can re-enable the DevTools tests in the Flutter customer tests repo.
