Optimize closure in input_decorator_theme.

Test: This is a follow up to #107943, no new tests because tests are included in #107943. Also this PR just simplified some closures, didn't change any function.

Related issue: #103537

LGTM. Nice improvement.

I will also explore replacing the closures with method calls in a future PR. Need to check with the Dart team on whether it is worth it.
