Currently the flake situation for Firebase Test Lab tests is very bad,
and the task running those tests are some of the slowest tasks in the
CI. Re-running failed tests is slow, manual work that is signficantly
affecting productivity.

There are plans to actually address the flake in the short-to-medium
term, but in the immediate term this will improve the CI situation, as
well as reducing the drag on engineering time that could be spent on the
root causes.

  • I listed at least one issue that this PR fixes in the description above.
  • I updated pubspec.yaml with an appropriate new version according to the pub versioning philosophy, or this PR is exempt from version changes.
  • I updated CHANGELOG.md to add a description of the change, following repository CHANGELOG style.
  • I updated/added relevant documentation (doc comments with ///).
  • I added new tests to check the change I am making, or this PR is test-exempt.
  • All existing and new tests are passing.

The tests failed after second re-try. Great validation to see if this PR works lol

😭

Maybe we'll need to set this to three 😐 I want to try two for a while though since I'm okay with continuing to be reminded that there's a flake problem as long as it's not torturous like it has been recently.

Landing on red since in theory this will help with the things that are currently red. (In practice, I'm not sure how much it's actually going to help given that it seems like the timeouts are happening twice quite frequently :( )
