Updates the base image to a newer base, to get OS updates. Also does some minor reorganizing and commenting to make it easier to maintain going forward.

Also does some minor reorganizing and commenting to make it easier to maintain going forward. Removes SDK version 27 as it no longer seems to be necessary (previously it was installed due to CI failures from something that was specifically looking for 27 rather than what was already on the image).
