Locations refresh review — PASS — safe to mergeWell-formed. Header matches the canonical 7-column schema; all 270,388 rows parse to exactly 7 fields — 0 malformed, 0 duplicate IDs, 0 non-integer IDs, 0 empty names. Status: Active 267,472 / Removal Planned 2,916. Change set. 41,604 Criteria IDs added, 0 removed. 3,197 existing rows modified in place (these are the diff's "deletions"):
