vim.lsp.util.make_given_range_params() now require the position_encoding parameter.

If you don't pass both window and position_encoding into the function now, neovim throws an error.

In the proposed doc, 0 is for the current buffer and utf-8 because most people use utf-8 in their editor, and those who don't would know to change it otherwise.
