We can't use macos-latest-large in non paid GitHub account but we can use macos-15-intel in public repositories. If we use macos-15-intel, we can run CI jobs for Intel macOS in fork repositories.

LGTM - looks like the mac build step might be slower - 3ish minutes instead of 1-2, but seems like a nice QoL improvement.
